Wirral Borough Council engaged local business and residents during two consultations in 2017 and 2019, to inform of the masterplan and gather feedback to enable an outline planning application to be made. Outline planning permission was granted in September 2020.

A competitive tender process was held to appoint a preferred developer(s), who would become a key partner in regenerating New Ferry. The Regenda Group was appointed in March 2022.
